Bad video out of NBA Jam TE

I was trying to get my NBA Jam TE 1.0 board to work and, well, I've got this video problem...

Any idea? Can it be fixed or is it easier to just pull the chips and get a new board? I want to run 1.0 for the MK secret characters etc.

If this one's a lost cause, I have a working 3.0 Jam board; what chips do I need to swap to turn it into TE?
